The Durham
Board of Commissioners previously adopted a Bill of Rights Defense Resolution
on September 22, 2003, in reaction to the USA Patriot Act. The Durham Bill of Rights
Defense Committee would like to have the adopted resolution re-affirmed.
County Manager?s
Recommendation: The Manager recommends that the Board approve the
resolution.
Durham
has made significant progress in
implementing a System of Care to assure
that children have access to the services and supports they need to be
successful at home, in school, and in the community. This is being
accomplished through a team decision-making framework that includes: 1) Durham
Directors working together to provide top-level leadership and local SOC
policies; (2) a SOC Council of Assistant Director staff from participating
agencies who refine operational and policy aspects of the system; (3) a
Community Collaborative that assesses service gaps and needs and establishes
effective partnerships to provide community-based services; 4) Care Review
Teams that provide additional support in complicated family situations; and 5)
over 600 individual Child and Family Teams, who work collaboratively with each
family and their support persons to implement individualized service plans.
Durham has been
recognized for the imitative and received the Systems of Care Programs of
Excellence Award for 2004.

4. Presentation
of Anchor Awards to County
Engineer Glen Whisler,
Project Manager Peri Manns, Senior Project Manager Ademola Shobande, and
Utility Division Manager Chuck Hill
The
County?s Engineering Department, under the leadership of Glen Whisler, has
consistently performed at a high level with a limited amount of staff. Whisler?s group, which includes Project
Manager Peri Manns, Senior Project Manager Ademola Shobande, and aided by
Utility Division Manager Chuck Hill, have completed several critical projects
within the past two years, including the renovation of the Agricultural
Building, the Wastewater Treatment Plant expansion, the Downtown Durham YMCA
Childcare Center for Operation Breakthrough renovation, the Urban Ministries
Homeless Shelter expansion, the Judicial Annex renovation, and the design of
the Stanford Warren Library renovations and the new East Regional Library. They
also played a role in the opening of Little River Regional Park on December 5.
Interim
County Manager Wendell Davis, who nominated the group of employees, said, ?They
have gone above and beyond what is required of them and with limited staff." Mr. Davis said he has been impressed by the
employees? commitment and wanted to take advantage of this opportunity to
recognize them for their outstanding service to the Durham community.
Chairman Ellen Reckhow will lead the presentation.
County Manager?s Recommendation: Present Anchor Awards to Glen
Whisler, Peri Manns, Ademola Shobande, and Chuck Hill along with
congratulations from the entire organization.

6. Durham Open Space Commission Matching
Grants Recommendation
The Durham Open Space and Trails
Commission (DOST) received two applications for Matching Grants Program funds
to assist nonprofit community organizations with recreational and open space
projects. The following financial
summary shows the Commission?s recommendation to the Board for funding one
application, at this time, for a total of $28,543 using part of the $85,000 of
contractual funds requested and recommended under the General Fund, ?Open Space
Matching Grants" Organization of the County?s FY 04-05 Budget.

County Manager?s Recommendation: Members of the Durham Open Space
and Trails Commission evaluated and revised this year's applications for
matching funds to assist nonprofits with providing recreational opportunities
and preserving open space for the citizens of Durham County. This recommendation to allocate $28,543 of
grant funds represents a gain to the County of $29,000 in matching funds as
more than half the projects? proposed value of $57,543.
The County Manager recommends
approval for funding the Forest Hills Neighborhood Association walking trail
project and the allocation of the $28,543 of the budgeted Matching Grants
Funds.
7. Presentation
of 911 Five-Year Capital Plan
Jim Soukup, Director of the
Emergency Communications Department, has developed a comprehensive Five-Year
Plan for the agency. That plan was
recently shared with 911 Advisory Committee members and at that time, Commissioner Heron asked that the plan be presented
to the Board of County Commissioners. During
the last Joint City-County Committee meeting, Mr. Soukup was asked to meet with
City and County Budget directors to begin to determine the implications for the
CIP currently being developed in both organizations. That conversation has taken place and the
budget staff will bring specifics forward when the CIP is presented.
Mr. Soukup will elaborate on the
plan and respond to questions from the Board.
7a. Durham Public
Schools--Acquisition of Property for Improved Bus Access at the New Pearson
Elementary School
On December 9, 2004, the Board of Education approved the purchase of a
vacant parcel adjacent to the New Pearson Elementary School site to improve
vehicular/bus access. This will ensure
safer access for buses, cars, and pedestrians as well as the public trail
system. The property is known as Lot 18,
Plat Book 20, Page 137 (PIN# 0820-15-64-8220) and the sales price is $7,000.

8. Closed
Session
Pursuant to G.S. § 143-318.11(a)(5),
the Board is requested to adjourn to closed session to instruct the staff
concerning the position to be taken on the terms of possible acquisition of 306
S. Roxboro Street owned by Scarborough and Hargett Funeral Home.
