Pre-qualification Period

The deadline for the FY 2012-2013 Non-Profit Agency Funding process (described below) has passed and is closed to new applicants.  Please email bmsnonprofitapp@durhamcountync.gov to be added to the notification list for the FY 2013-2014 funding process. 

 

The FY 2012-2013 Nonprofit Agency Funding process will begin on November 4, 2011 with the opening of the agency pre-application period. All Durham community nonprofits interested in applying for FY 2012-2013 nonprofit funding MUST first submit a Pre-Application Questionnaire, IRS determination letter and North Carolina charitable soliciation license no later than midnight EST on Thursday December 15, 2011. All nonprofits who meet the eligibility criteria outlined in the County’s nonprofit policy will then be invited to apply for FY 2012-2013 funding.  If you need to apply for a North Carolina charitable solicitation license, please see the NC Secretary of State's webpage:  http://www.secretary.state.nc.us/csl/

Durham County NPAF Grant Application Overview

Durham County Government accepts applications for funding of local nonprofit organizations as a part of its annual budget process.  The Durham County Board of Commissioners invites all interested nonprofit organizations to submit a a pre-application questionnaire to determine eligibility for applying for non-profit funding.

The application and evaluation process for funding is driven by the applicant organization's mission as it corresponds to Durham County's mission:

                                                                                                                                              

Mission Statement:  Durham County provides fiscally responsible, quality services necessary to promote a healthy, safe, and vibrant community.

Eligibility

All nonprofits shall verify their nonprofit status and submit detailed financial documents for review by County personnel. All applicants must:

  • Have been in operation for the two years prior to December 31st, 2011
  • Submit their most recent solicitation license (if exempt, submit exemption letter)
  • Submit their IRS tax-exempt letter confirming 501(c)(3) non-profit status
  • Complete all requested information and documents
Grant Cycle

The grant period for nonprofits approved for funding for Fiscal Year 2012-2013 will be from July 1, 2012 - June 30, 2013.  Final funding decisions are made by the Board of County Commissioners in June of each year.

 

Application Process
  • Organizations must submit the pre-application questionnaire, 501(c)3 determination letter and NC charitable solicitation license by midnight EST, December 15, 2011.
  • Qualified nonprofits will be notified by December 20, 2011. The online nonprofit application system will be open from January 3 - February 16, 2012. Applications will be due by midnight EST, February 16, 2012.
  • A mandatory FY 2012-2013 Nonprofit Application Workshop will be held on Tuesday, January 10, 2012 from 9:00 to 11:30 am.
Consideration
  • Actual grant funding is based upon funds appropriated by the County Commissioners in the annual budget.
  • Previous years' allocations are not a consideration for funding. Each application is approved based on its own merits.
  • Submission of a complete application will not guarantee funding to the applicant.
  • Complete applications not received by the deadline will not be accepted.
Grant Recipient Requirements

Organizations that receive grant funding are required to:

  • Submit a revised scope of work if not funded at level requested
  • Enter into grant agreement with Durham County for the delivery of services specified in nonprofit application
  • Obtain appropriate level of insurance as determined by Durham County
  • Submit quarterly reports detailing program performance and financial information
